The King County Department of Community and Health Services’ (DCHS) Behavioral Health and Recovery Division (BHRD) is pleased to release this Request for Proposal (RFP) for the 2023 – 2024 MIDD Community Driven Behavioral Health Grants. This RFP and the resulting grants continue MIDD’s focus on supporting Community-Driven Behavioral Health services and strategies in King County and advances MIDD’s policy goal to “increase culturally televant, Trauma-Informed behavioral health services.” Behavioral health is defined to include both mental health and substance use disorder services.

This RFP also includes a funding opportunity for one organization to provide a pilot Art Therapy Behavioral Health Project. Please refer to the full RFP documents in the Library for more details.

Applicant's Conference: January 18, 2023 | 3:00 p.m. - 4:30 p.m.

Final Day to Submit Questions:  February 15, 2022, 5:00 PM

Proposals Due: February 22, 2022 by 2:00 PM

Responses Reviewed: February 23 - March 8, 2023

COMMUNICATION: 

All documents to be submitted in response to this RFP should be uploaded through ZoomGrants.

The Procurement Lead is the sole point of contact for this procurement. All communication regarding the subject matter of this opportunity between the applicants and DCHS upon release of this RFP must be through ZoomGrants or the Procurement Lead, as follows:

Any other communication will be considered unofficial and non-binding on DCHS. Applicants are to rely on written statements issued by the Procurement Lead. Communication directed to parties other than the Procurement Lead on this opportunity may result in disqualification of the applicant.

Proposers are advised to review these documents in their entirety for guidance on the purpose, requested program models, application questions, and deadlines. Proposers are responsible for regularly checking ZoomGrants for any updates, clarifications, or amendments that may be uploaded.

Interested parties may submit questions in writing prior to the date and time indicated in the RFP schedule through the Contact Admin tab in ZoomGrants. The DCHS response to all questions received will be posted as an RFP addendum on ZoomGrants.

If potential Applicants experience technical difficulties with ZoomGrants leading up to the due date, please email your Proposal to the RFP Lead directly to avoid a late submission.

Applicants are encouraged to complete their Proposal early to avoid any difficulties or errors in submission. DCHS is not responsible for any technical difficulties that an Applicants may experience, and late submissions may result in rejection of Proposal.


Eligibility  [hide this]

Eligible Proposals must meet the following minimum eligibility criteria:

  1. Must meet the definition of Small Provider in Section X. Glossary of Terms.
  2. Demonstrated commitment to ESJ and working with marginalized communities most impacted by institutional and systematic racism.
  3. Demonstrated ability to provide services for individuals who identify as low income, BIPOC, LGBTQI+, disabled, or hold identities from other marginalized groups.

The following applications will be prioritized during review:

  1. Organizations that are not currently receiving MIDD funding;
  2. Applications that design or strengthen, and implement creative, innovative, culturally, and linguistically responsive approaches “that are different from traditional, inherited European models based in oppression and othering”;
  3. Applications that articulate clearly the community identified behavioral health needs within the community to be served and demonstrate how the proposal responds to those needs; and
  4. Organizations that are working to build behavioral health capacity within the communities to be served.
